sorry to break it to you but this is a scene from a movie that was being shot. the whole thing was planned. hence why you can hear some one say “man that was that was right on target” and at 0.15-0.18 some one shouting “CUT! CUT!”.
the people who recorded this clip were just people watching the filming, thats why the camera is A) already running B) filming a pointless/un interesting part of a street and C) they dont move closer because their are barriers stopping them

Yeah, this is definitely a movie scene. You can see the rigging on the bottom of the car when it flips.

The news media always lies. Tho not intentionally most of the time. Its more that going out and getting the real facts is time consuming and laborious.
