This seems just a wee bit unsafe.

If this was the states yes absolutely some asshole would fall out and sue. In China, you’d just die and people would assume that you were stupid enough to fall out and blame you for swinging too hard or too high and that would be the end of it. Damn lawyers.
As much as I’ve played on swings and still do, I’ve never accidentally fallen out, that I can remember, but that’s all I would be thinking about.
